2ARTICLE I — NAME, PURPOSE, MISSION, AND PREAMBLE
Section 1. Name
The name of this church shall be Dykes Creek Baptist Church, Inc. ("Church").
Section 2. Purpose and Mission
We are a Christ-centered church devoted to prayer, worship, discipleship, building
relationships, and reaching our community with sound biblical teaching, faithful service,
and the message of salvation through Jesus Christ. This church shall be missionary in
spirit, extending the Gospel through organized religious channels to the entire world.
The Church exists to provide regular opportunities for public worship; to sustain the
ordinances, doctrines, and ethics set forth in the New Testament for the Church of our
Lord Jesus Christ; and to receive, hold, and administer offerings, property, and assets
necessary to carry out its purposes.
Section 3. Preamble; Purpose of These Bylaws
A church is a local fellowship of regenerated people who, having accepted Jesus Christ as
Savior and having been scripturally baptized, have joined themselves together as a body
of believers for the purpose of carrying out the Great Commission (Matthew 28:19-20).
This Constitution and Bylaws are established for the preservation of the principles of our
faith and to ensure orderly governance, while preserving the liberties of individual
members and the freedom of the Church in its relationships with other churches.
Section 4. Supersession and Review
This Constitution and Bylaws supersede all previously adopted constitutions and bylaws.
This Constitution and Bylaws shall be reviewed periodically by the Deacons (or by a
governance review committee appointed by the Church) and updated as necessary.
3ARTICLE II — STATEMENT OF FAITH AND ORDINANCES
Section 1. Authority of Scripture and Statement of Faith
The Holy Bible is the inspired Word of God and the final authority for faith and practice.
The Church’s statement of faith shall be The Baptist Faith and Message (2000) as
adopted by the Southern Baptist Convention.
Section 2. Ordinances
The ordinances of this Church are: (1) Believer’s Baptism by immersion; and (2) The
Lord’s Supper, observed as a memorial consistent with Scripture.
4ARTICLE III — MEMBERSHIP
Section 1. Membership Procedures
Persons may be received into membership in one of the following ways:
1. By public profession of faith in Jesus Christ as personal Savior, followed by
baptism by immersion;
2. By letter of dismissal and recommendation from another Baptist church of like
faith and order;
3. By statement of previous baptism by immersion into a New Testament church,
acceptable to the congregation; or
4. Under unusual circumstances, by vote of the Church upon recommendation of the
Pastor, membership may be received in absentia.
5. All requests for membership shall be presented by the Pastor or presiding officer
during a regular worship service and acted upon by the congregation.
Section 2. Expectations of Members
Members are expected to be faithful in all duties essential to the Christian life, including
regular attendance at worship services, faithful giving, and active participation in the
ministries of the Church.
Section 3. Rights and Privileges
Each member in good standing shall have the right to vote in Church business meetings,
to participate in discussion according to rules of order, and to be eligible for Church
office. Questions concerning a member’s status shall be referred to the Deacons.
Section 4. Termination of Membership
Membership shall be terminated by: (1) Death; (2) Letter of dismissal to another church
of like faith and order; (3) Joining a church of another faith; (4) Written request for
removal from membership; or (5) Church discipline in accordance with Matthew
18:15-17 and 1 Corinthians 5.
Section 5. Restoration and Discipline
The Church shall seek restoration rather than punishment. Complaints concerning
immoral or unchristian conduct shall be submitted in writing to the Deacons. Dismissal
shall require a three-fourths (3/4) vote of members present and voting at a duly called
meeting for that purpose. Restoration may be granted upon evidence of repentance.
Section 6. Non-Resident Members
Members who move beyond commuting distance may be classified as non-resident
members.
5ARTICLE IV — CHURCH AUTHORITY , AUTONOMY , AND AFFILIATION
Section 1. Congregational Authority
The government of this Church is congregational and vested in the membership.
Section 2. Autonomy, Affiliation, and Cooperative Relationships
This Church is an autonomous Baptist church, free from external control.
This Church is affiliated with the Georgia Baptist Convention and the Southern Baptist
Convention (SBC) and cooperates voluntarily with these bodies in a manner consistent
with Scripture, this Church’s Statement of Faith, and congregational governance.
The Church may also cooperate voluntarily with local Baptist associations and other
like-minded Baptist churches and ministries, provided such cooperation does not
compromise the autonomy of the Church.
6ARTICLE V — CHURCH MEETINGS, NOTICE, QUORUM, AND VOTING
Section 1. Worship Services
The Church shall hold regular services for worship, teaching, and fellowship.
Section 2. Regular Business Meetings
Regular business meetings shall be held quarterly for the transaction of Church business
and the reception of reports.
Section 3. Special Business Meetings
Special meetings may be called as needed, with appropriate notice to the congregation.
Section 4. Notice
1. For regular business meetings, notice shall be provided at least one worship
service in advance.
2. For special business meetings, the Pastor or Deacons may call a meeting to
consider urgent business; the membership shall be notified at least one week in
advance, stating the nature of the business to be considered. A notice in the
Sunday bulletin or newsletter shall be deemed sufficient. No other business shall
be transacted at a special meeting.
Section 5. Moderator
The Pastor shall serve as moderator. In his absence, the Chairman of the Deacons shall
preside. If both are absent, the Chairman of Deacons shall name another member in good
standing to assume this responsibility.
Section 6. Quorum
A quorum is required for members entitled to vote to take action at a meeting. Georgia
nonprofit law provides default quorum concepts and includes limitations tied to meeting
notice and attendance; the Church adopts the following quorum rules to protect
congregational decision-making.
(a) General Quorum (Routine Matters): Ten percent (10%) of members eligible to
vote, present in person, shall constitute a quorum for routine matters.
(b) Major Action Quorum: Twenty percent (20%) of members eligible to vote,
present in person, shall constitute a quorum for the following major actions:
1. Call or vacate the Pastor.
2. Amend this Constitution and Bylaws.
3. Purchase, sale, mortgage, or encumbrance of real property.
4. Incurring non-budgeted indebtedness above a Church-set threshold.
5. Dissolution, merger, or disposition of substantially all assets.
6. Withdrawal from the Georgia Baptist Convention or the Southern Baptist
Convention (SBC).
Section 7. Records
The Clerk shall maintain accurate minutes of all business meetings.
7Section 8. Rules of Decorum and Parliamentary Authority
1. All members shall be eligible to vote as provided herein.
2. Business meetings shall be conducted in accordance with Robert’s Rules of Order
Newly Revised (current edition) except where inconsistent with Scripture, these
bylaws, or duly adopted Church policies.
3. A three-fourths (3/4) vote of those present and voting shall be required to:

Section 9. Transparency and Executive Session
There shall be no secret meetings of any governing body or committee. However, an
executive session may be held for sensitive matters (e.g., personnel, discipline, safety,
legal), provided actions are appropriately documented in minutes.
8ARTICLE VI — OFFICERS (CLERK, TREASURER, FINANCIAL SECRETARY ,
TRUSTEES)
Section 1. Officers
The officers of this Church shall include the Pastor, Deacons, Trustees (if appointed),
Clerk, Treasurer, and such other officers as required. All officers shall be members in
good standing, except that vocational ministers may become members after their call as
permitted by the Church.
Section 2. Clerk
The Clerk shall be elected upon recommendation of the Deacons. The Clerk shall keep an
accurate record of business transactions, prepare the annual associational letter and
transmit it to the associational clerk, manage letters of dismissal and admission as
authorized by the Church, and report letters granted/received at regular business
meetings.
Section 3. Treasurer and Assistant Treasurer
The Treasurer shall be elected upon recommendation of the Personnel Committee. The
Treasurer shall receive and disburse by check, upon Church authority, all monies and
things of value given to the Church, keep itemized accounts of receipts/disbursements,
and render monthly reports to the Church to be preserved by the Clerk. The Assistant
Treasurer may assist and perform duties as needed.
Section 4. Financial Secretary (Confidentiality of Giving Records)
The Financial Secretary shall be elected by the Church upon recommendation of the
Personnel Committee and shall assist the Treasurer in keeping financial records. A yearly
statement of contributions shall be made to each member at year-end. Individual giving
shall be strictly confidential. Access to giving records shall be limited to the Financial
Secretary, Treasurer, current Deacon Chairman, and Pastor, and any external
accountant/auditor engaged by the Church under confidentiality.
9ARTICLE VII — PASTOR, MINISTERIAL STAFF, AND PERSONNEL MATTERS
Section 1. General Provisions
All church staff and ministry leaders shall serve under the authority of the Pastor. Staff
members are expected to maintain a Christian testimony consistent with the doctrine and
mission of the Church.
Section 2. Pastor
The Pastor shall be the spiritual leader of the Church, responsible for preaching, teaching,
pastoral care, and overall spiritual oversight, and shall moderate business meetings unless
another moderator is appointed.
Section 3. Associate and Support Staff
Associate pastors and support staff shall assist the Pastor in carrying out ministries as
defined by job descriptions and as approved through the personnel process.
Section 4. Personnel Governance
All staff job descriptions, compensation, and benefits shall be developed and
recommended by the Personnel Committee and shall be subject to approval by the
Deacons. The hiring of all church personnel must be presented to and approved by the
Church membership during a duly called business meeting.
Section 5. Staff Evaluation and Termination
All staff members shall be evaluated regularly according to procedures established by the
Personnel Committee and approved by the Deacons. Evaluations shall consider spiritual
character, faithfulness to doctrine, effectiveness in assigned responsibilities, and
cooperation with church leadership. Termination may occur by resignation, retirement,
completion of a specified term, or dismissal; recommendations for dismissal originate
with the Personnel Committee, and reasonable notice shall be given except where
immediate action is required for moral, doctrinal, or legal reasons.
10ARTICLE VIII — DEACONS
Section 1. Selection of Deacons (Annual Process)
On the first Sunday in May of each year, the Church shall nominate men to be considered
for service as Deacons, by written ballot, in all worship services. Nominees must be at
least 21 years old, Christian for at least two years, and an active member of this Church
for at least one year.
Nominees meeting requirements shall be notified and offered a Deacon Orientation Class.
Completion of all sessions is required unless the candidate previously served as an active
deacon at this Church. Candidates meeting scriptural qualifications, vetted by active
deacons, shall be presented to the Church. Election shall occur on the first Sunday in
August by secret ballot; four men receiving the highest votes (and meeting qualifications)
shall be elected to serve a three-year term.
If one or more elected declines to serve, the next highest vote-getters shall be contacted in
order until four have accepted. If an elected deacon is not ordained, the Pastor and an
examining council of ordained men shall interview him; if qualified and willing,
ordination shall be scheduled.
Section 2. Deacon Officers
The deacon body shall be led by a Chairman, Vice-Chairman, and Clerk elected annually
by secret ballot from within the body without nominations; each officer elected
separately.
Section 3. Meetings and Procedures
The deacon body shall meet monthly; called meetings may occur upon notification.
Meetings shall open with Scripture and prayer. A majority vote shall determine questions;
the Chairman may vote in case of a tie; if he abstains, the motion fails.
Section 4. Attendance and Active Status
Unless prevented by age or disability, any deacon who fails to attend at least one regular
church service or deacons meeting within a thirteen-week period may be placed on
inactive status. Reinstatement requires a three-fourths (3/4) vote of the Church at a
regular business meeting.
Section 5. Qualifications and Duties
Deacon qualifications and duties shall be based on Scripture (including 1 Timothy 3,
Titus 1, Acts 6) and include service to the Church, support of the Pastor, unity,
confidentiality, and ministry care such as serving the Lord’s Supper, visiting the sick and
shut-in, and assisting the Church’s program.
Section 6. Honorary Life Deacon
After age seventy (70) and three terms as an active deacon, a man may be voted as an
honorary life deacon. This is an honorary office; he may attend and discuss matters but
has no vote unless later elected as an active deacon.
11ARTICLE IX — COMMITTEES AND MINISTRY TEAMS
Section 1. Special Committees
1. Pulpit Committee: Five members and two alternates recommended to the Church
by the Deacons; committee recommendation constitutes a nomination;
reimbursable expenses.
2. Pulpit Supply Committee: Three to five members recommended by the Deacons
upon pastoral resignation; ensures preaching ministry continues regularly; may
call an interim pastor; works closely with pulpit committee.
3. Election Committee: Appointed by Deacon Chairman to prepare ballots, instruct
voting, distribute ballots, count votes, and report totals to the moderator.
Section 2. Standing Committees
The Church shall have standing committees including: Stewardship (Finance), Counting,
Building and Grounds, Benevolence, Personnel, and Long-Range Planning, and may
form other committees as needed.
12ARTICLE X — FINANCIAL ADMINISTRATION AND STEWARDSHIP CONTROLS
Section 1. Financial Policies and Budget
All Church funds shall be handled in accordance with sound accounting principles and
under procedures approved by the Church. An annual budget shall be prepared and
presented for congregational approval.
Section 2. Stewardship Committee (Finance Controls)
A stewardship committee may provide financial direction, submit an annual budget,
promote stewardship, and provide for audit/review if deemed necessary. Expenditure
approvals, emergency purchase procedures, and thresholds (including any dollar
threshold requiring Church approval) shall be maintained consistent with the Church’s
adopted financial procedures.
Section 3. Counting and Confidentiality
Offering counting procedures and confidentiality shall be maintained consistent with
Church policy and internal controls.
13ARTICLE XI — FACILITIES, WEDDINGS, FUNERALS, AND PROPERTY USE
Section 1. Weddings
Facilities must be reserved in advance with the church office. A member cleaning fee
may be required; fees are determined by Building and Grounds, approved by
Stewardship, and reviewed annually. Marriage is defined as one biological male and one
biological female being joined in matrimony as defined in Scripture.
Section 2. Funerals
Any group having reserved the church shall, in the event of a funeral, work in harmony
with the Pastor and the family involved.
Section 3. Church Organizations and Other Groups
Organizations within the Church may use facilities consistent with scheduling and the
Church program. Outside use requires reservation and approval and must align with the
doctrinal and theological beliefs of the Church; the Church reserves the right to refuse use
of facilities to any group or individual not aligned with those beliefs. References to
doctrine in this section are to the Church’s Statement of Faith in Article II.
Section 4. General Rules
No smoking in buildings. Users must leave facilities clean. No reservation shall interfere
with Church meetings. Users shall secure the building, manage lighting/locks, and follow
building rules regarding HV AC and equipment use.
14ARTICLE XII — MINISTRY POLICIES (INCLUDING CHILD & YOUTH
PROTECTION)
Section 1. Facilities Use (Ministry Alignment)
Church property shall be used primarily for ministries that support the mission of the
Church. Use by outside groups requires prior approval and adherence to Church policies.
Section 2. Child and Youth Protection
The Church adopts and maintains a Child & Youth Protection Policy establishing
standards, screening, background checks, supervision, conduct rules, check-in/out,
transportation, digital communications, reporting, confidentiality, and disciplinary
procedures. The full policy is attached as Appendix B.
Section 3. Licensing and Ordaining Members
A person may request the Church to license him for gospel ministry. Upon
recommendation from the Deacons, he shall be approved and licensed by the Church in a
business meeting. The Church may ordain ministers upon approval of the Church and
certification of an ordaining council.
15ARTICLE XIII — LEGAL AND CORPORATE PROVISIONS
Section 1. Incorporation and Corporate Purpose
The Church is incorporated under the laws of the State of Georgia and enjoys rights and
privileges granted to a religious non-profit organization.
The control of the corporation is vested in the Church membership and in such officers,
directors, and agents as the Church membership may select.
For all legal and corporate purposes, the Deacons shall constitute the Board of Directors
and the Chairman, Vice-Chairman, and Clerk of the Deacons shall serve as corporate
officers (unless the Church provides otherwise by action consistent with law).
The Deacons shall represent the Church in legal transactions as agents of the Church and
shall be trustees of all Church properties.
Section 2. Property and Assets in the Event of Doctrinal Division
If a division of membership occurs because of a doctrinal difference, the title to and
possession of all property and assets owned by this Church shall remain with the group
that continues to affirm the Church’s Statement of Faith as stated in this Constitution and
Bylaws.
All offices held by persons who depart from the Church’s Statement of Faith shall be
deemed vacant upon the effective date of division as determined by congregational action
at a duly called meeting for that purpose.
Section 3. Conflict of Interest
Directors, officers, employees, and committee members shall disclose any material
conflict of interest and abstain from deliberation and voting on matters where a conflict
exists. The Church may adopt a detailed conflict-of-interest policy by congregational
action.
Section 4. Indemnification
To the fullest extent permitted by law, the Church may indemnify directors, officers,
employees, and authorized agents for acts performed in good faith within the scope of
their duties.
Section 5. Dissolution and Distribution of Assets
Upon dissolution of the corporation, assets shall be distributed for one or more exempt
purposes within the meaning of section 501(c)(3) of the Internal Revenue Code (or
corresponding section of any future federal tax code), or to the federal government, or to
a state or local government, for a public purpose.
Section 6. Severability
If any provision of these Bylaws is held invalid or unenforceable, the remaining
provisions shall continue in effect.
16ARTICLE XIV — AMENDMENTS AND ADOPTION
Section 1. Amendments
This Constitution and Bylaws may be amended by a three-fourths (3/4) vote of members
present and voting at a duly called business meeting, provided proper notice has been
given and the meeting meets the Major Action Quorum requirements in Article V .
Section 2. Adoption
The adoption of this Constitution and Bylaws shall repeal all previously adopted rules in
conflict herewith. The Clerk shall keep a permanent copy of this Constitution and Bylaws
as a permanent record of this Church.
17APPENDIX A — TEACHERS’ COVENANT
Recognizing the high privilege that is mine to serve my Lord through our Sunday School,
and trusting in the help and guidance of the Holy Spirit, I earnestly pledge myself to this
covenant:
1. I will live what I teach about separation from the world and purity of life,
“avoiding all appearance of evil,” setting an example in dress, conversation,
deportment, and prayer. (Ephesians 4:11)
2. I will be faithful in attendance and make it a practice to be present at least ten
minutes early to welcome each pupil as he arrives. If at any time, through sickness
or other emergency, I am unable to teach my class, I will notify my director at the
earliest possible moment. (1 Corinthians 4:2)
3. I will at all times manifest a deep spiritual concern for the members of my class.
My first desire shall be to bring about the salvation of each pupil who does not
know the Lord Jesus and to encourage the spiritual growth of every Christian.
(Daniel 12:3)
4. I will carefully prepare my lessons and make each lesson session a matter of
earnest prayer. (1 Thessalonians 5:17)
5. I will regularly attend and urge members of my class to be present at the church
services, recognizing the church and the Sunday School are inseparable. Believing
in the importance of prayer, I will endeavor to maintain regular attendance at
church worship services. (Hebrews 10:25)
6. I will teach according to the doctrines of our church as contained in the Article(s)
of Faith. (Acts 20:27)
7. I will make an honest effort to build up my class and reach more pupils by visiting
prospects and contacting absentees. (Matthew 18:12)
8. I will heartily support the Sunday School program, attending the teachers’ and
officers’ meetings and training sessions. (2 Timothy 2:15)
9. I understand that my appointment as a teacher is for a twelve (12) month period
beginning the first Sunday in October. Whether my appointment is made then or
later in the Sunday School year, I understand that it automatically terminates the
last Sunday in September and that decisions regarding my reappointment are
based on my fulfillment of this Teachers’ Covenant. If it becomes necessary for
me to resign, I will give thirty (30) days’ notice if at all possible. (1 Corinthians
3:9)
10. I will cheerfully abide by the decisions of my church and Sunday School,
cooperating with my fellow workers in bringing our work to the highest possible
degree of efficiency as one of the teaching agencies of the church. (Matthew
28:19-20; John 15:16)
18APPENDIX B — CHILD & YOUTH PROTECTION POLICY
Purpose
Dykes Creek Baptist Church is committed to providing a safe, secure, and nurturing
environment for all children and youth entrusted to its care. This policy establishes
standards and safeguards to protect minors and to guide staff, volunteers, and members in
their interactions with children and youth.
Scope
This policy applies to all employees, volunteers, leaders, contractors, and any individual
serving in any ministry involving minors.
Definitions

Child or Youth: Any person under the age of 18.
Abuse: Physical, emotional, sexual abuse, or neglect as defined by law.
Worker: Any employee or volunteer working with children or youth within the
function and ministry of the Church.
General Principles
1. The safety of children and youth is a ministry priority.
2. All workers must model Christlike behavior and appropriate boundaries.
3. No ministry goal outweighs the obligation to protect minors.
4. Allegations of abuse will be taken seriously and handled promptly.
Screening and Selection of Workers
1. Minimum Age Requirements
a. V olunteers working with children or youth must be at least 18 years old.
b. Youth helpers under 18 may assist only under direct adult supervision and
may not be left alone with minors.
2. Background Checks
a. Criminal background checks are required for all staff and volunteers
working with minors.
b. Background checks will be repeated at least every three (3) years.
c. Any individual with a history of abuse offenses will not be permitted to
serve.
Supervision Standards
1. Two-Adult Rule: At least two unrelated, screened adults must be present during
all child and youth activities whenever feasible.
2. Visibility: Activities shall take place in observable and interruptible environments.
Doors should have windows or remain open when possible.
3. Ratios: Appropriate adult-to-child ratios shall be maintained based on age and
activity.
19Appropriate Conduct
Workers shall: use appropriate, non-sexual physical contact; respect personal boundaries;
avoid one-on-one isolated situations; and communicate with minors in transparent and
accountable ways.
Prohibited conduct includes: sexual contact or suggestive behavior; inappropriate
communication (in person or digital); use of corporal punishment; and possession or use
of alcohol, drugs, or tobacco during activities.
Check-in and Release Procedures
1. Secure check-in and check-out procedures shall be used for children’s programs.
2. Children shall be released only to authorized individuals.
Transportation
1. Written parental permission is required for off-campus activities.
2. Drivers must be approved by the Church and provide proof of a valid driver’s
license and insurance.
3. At least two adults shall be present when transporting minors when possible.
Digital Communication
1. Electronic communication with minors shall be appropriate, ministry-related, and
transparent.
2. Parents or guardians shall be included in electronic communications whenever
possible.
3. Private or secretive messaging is prohibited.
Reporting and Response to Allegations
1. Any suspicion or allegation of abuse must be reported immediately to the Pastor
and Chairman of the Deacons.
2. Allegations involving possible criminal behavior shall be reported to civil
authorities as required by law.
3. The Church will cooperate fully with investigations.
4. The safety of the child or youth will be the primary concern.
Confidentiality
Information related to allegations or investigations shall be shared only with those who
have a legitimate need to know.
Disciplinary Procedure
